A high level discussion around national identification systems and civil registries and the ability for developing countries to leapfrog to build more efficent and ecconomical systems then those within developed countries. Joseph Atick, Edward Sarpong and Stela Mocan should have a lively discussion as the development within the regions are changing quickly.
It is nice to see that the various development agencies are starting to discuss identity as a key issue and really starting to focus on the difficulties of what makes a good ID and what make a bad ID. Also what is the best practice around governance. World Bank was ahead of many on these issues and really helped drive some of the solutions in the South Asia region.
